Recently, a proposal to modify the Zoning Ordinance for our area has come to the attention of the West-Win Board (T-2-24 as attached). The proposal makes two major changes to the DuPage County Zoning Ordinance: 1) It changes the definition and requirements for use or construction of an accessory structure on any property to allow use as a dwelling unit; and 2) it provides rules for electric vehicle charging stations. The Zoning Board of Appeals (ZBA) meeting for this petition is scheduled to be held Thursday, July 11, 2024 at 6:00 PM so time is of the essence.
West-Win’s concern is focused on the first of these proposed changes.
Currently, the Zoning Ordinance allows the use of an accessory (detached) structure on any property to be used as a dwelling unit under a strict list of requirements, principally to permit family members to live with elderly relatives but not be cohabitant. The proposed change removes most restrictions on who can occupy an accessory dwelling unit so any single-family home would be permitted to convert or construct an accessory structure and then have it occupied by any one of their choosing, essentially allowing all properties to become two or more family residences.
We believe that adoption of this proposal could have a significant negative impact upon the general welfare of our neighborhoods as well as our home values. We strongly encourage each of you to review the proposed changes as attached and to provide your comments directly to the Zoning Board of Appeals as described on the first page of the proposal. The West-Win Board would also appreciate receiving your comments which should be emailed to us directly at info@west-win.org. West-Win strongly encourages residents to attend the 7/11/24 meeting in person and to make public comment.
FYI, the following information was received from the County – DuPage County is the petitioner for the Text Amendments as these are proposed amendments to the DuPage County Zoning Ordinance. Paul Hoss will be presenting the Text Amendments to the Zoning Board of Appeals at the July 11, 2024 public hearing. The format will be the same as previous zoning cases where there will be a presentation by the petitioner, questions by the ZBA Board, and then public comment and questions from the public. Mr. Hoss will then respond to any questions and comments. The Text Amendments will then move forward to a Recommendation Meeting by the ZBA, then to Development Committee, and then the County Board for final disposition.
