Re: DC-O-0009-23 ORDINANCE — ZONING-22-000059 Kerry Farms
I would like to clarify today and in our prior email sent in December 2022 to the county board members that West-Win Homeowners Association is a voluntary, information-sharing organization of about 700 Winfield Township independent homeowners that includes unincorporated areas of Warrenville, West Chicago, Wheaton and Winfield.
While we do not speak for all of our residents we speak in response to concerns brought to us by residents. In addition, we strongly encourage residents to submit their personal opinions and comments directly.
The requested zoning change from residential to B2 for the Kerry Farms cannabis operation remains a safety concern for many residents. We now understand onsite consumption is no longer a part of the current plan.
Security, signage, odor, light, noise and groundwater pollution remain valid concerns with the transitioning from a fresh air, forested and tranquil residential area to a retail B2 operation on well and septic. Stormwater displacement continues to be a concern as that area is very soggy.
In the absence of a center left turn lane at the proposed site, westbound traffic to Kerry Farms on Roosevelt Rd. could tempt illegal u-turns and dangerous turnarounds at Gary’s Mill Rd. in order to use the eastbound right-in entrance. The right-out exit may not prevent customers from making illegal left turns onto westbound Roosevelt Rd. Traffic accidents may occur.
In deciding your vote today please consider residents’ concerns. Homeowners moved to this area with the assurance of being surrounded by residential, and in some cases, estate residential properties. Changing the zoning to B2 with a retail operation is contrary to the reason people moved here and many fear it will negatively impact both their quality of life and property values.
