Recommendation to Authorize the Execution of an Intergovernmental Agreement between the FPDDC and the City of West Chicago Providing for the Annexation of Certain Property Within Blackwell Forest Preserve

Approve an IGA with the City of West Chicago.
Previous Commission Action
- C: 10/1/19: The Board authorized discussions with West Chicago for an IGA for the annexation of a portion of Blackwell.
- C: 4/7/20: The Board authorized the preparation and negotiation of an IGA with West Chicago for the annexation of a portion of Blackwell.
Background
- In 2019, the City of West Chicago requested that the District consider the annexation of a portion of Blackwell to allow the City to annex a proposed development in which the City is providing water and sewer services.
- Per Board direction, an IGA was prepared and negotiated with the City. Bringing forward the IGA for approval was deferred until the District finalized the IGA with the West Chicago/Winfield Wastewater Authority for the purchase of land and the granting of easements on their property for the West Branch DuPage River Trail.
- The City approved the IGA at their City Council meeting on August 1, 2022.
